Production and development

In the month of February 2016, Abdul Aziz confirmed that he is going to make a film with Grassroot Entertainment's owner Jeet. In order to remove all the losses of Hero 420, Agnee 2 etc. he thought that it would be the best way to bring back the legacy of Jaaz by signing Jeet. Though Jeet accepted but there was some controversies that Grassroot Entertainment don't like to deal with Jaaz Multimedia but after the unexpected failure of Power he accepted the offer.

It was planned the shooting would take place from August, but due to a decline of the commercial market of Tollywood, Grassroot Entertainment & Eskay Movies wanted to start the shooting of the movie as early as possible. On 10 April 2016, Eskay Movies confirmed Jalsha Movies' production will give their VFX for the fight scenes.

The muhurat of Badsha was in February 2016 in Kolkata.[3]

Ashok Dhanuka said shooting was due to start in May.[citation needed]

At a press conference, Aziz explained that the actor Ankush was recently signed by SVF, so was unavailable, but they were happy with Jeet. He said rumors that they signed Dev & Mahiya Mahi were false, noting that this would be beyond their budget.[citation needed]
