Judging by <a rel="nofollow" class="external free" href="http://memory.loc.gov/detroit/dethome.html">http://memory.loc.gov/detroit/dethome.html</a>, Detroit Publishing Company collection only includes images from 1920 or earlier. <a rel="nofollow" class="external free" href="http://memory.loc.gov/detroit/detres.html">http://memory.loc.gov/detroit/detres.html</a> says "The Library of Congress is not aware of any U.S. copyright or any other restrictions in the photographs in this collection", although they do then go to hedge this. The National Park Service site where I found the image doesn't indicate any copyright. And if the Library of Congress can't find any indication that the work is under copyright, I doubt anyone else can.
