This is a tertiary source (see <a href="https://en.wikipedia.org/wiki/Wikipedia:PSTS" class="extiw" title="w:Wikipedia:PSTS">Wikipedia policy on primary, secondary, tertiary sources</a>) as it summarizes experts' opinions on the matter (which are secondary sources) without any direct references to primary sources.
