2. Arrondissement of Le Puy-en-Velay, (prefecture of the Haute-Loire department: Le Puy-en-Velay) with 103 communes. The population of the arrondissement was 97,328 in 1990, and was 96,254 in 1999, a decrease of 1.1%.
3. Arrondissement of Yssingeaux, (subprefecture: Yssingeaux) with 44 communes. The population of the arrondissement was 66,894 in 1990, and was 71,764 in 1999, an increase of 7.28%.
