2. Arrondissement of Le Havre, (subprefecture: Le Havre) with 176 communes. The population of the arrondissement was 403,517 in 1990, and was 403,298 in 1999, a decrease of 0.05%.
3. Arrondissement of Rouen, (prefecture of the Seine-Maritime department: Rouen) with 219 communes. The population of the arrondissement was 595,202 in 1990, and was 608,671 in 1999, an increase of 2.26%.
