3. Arrondissement of Provins, (subprefecture: Provins) with 165 communes. The population of the arrondissement was 105,384 in 1990, and was 112,020 in 1999, an increase of 6.3%.
4. Arrondissement of Fontainebleau, (subprefecture: Fontainebleau) with 86 communes. The population of the arrondissement was 134,111 in 1990, and was 144,849 in 1999, an increase of 8.01%.
