Arturo Brizio Carter (born March 9, 1956). Is a former football (soccer) referee from Mexico. He is mostly known for supervising 6 matches in the FIFA World Cup. Three in both 1994 and 1998. He gave seven (7) red cards (which was a record at the time) and 29 yellow cards in those six matches.
