In 1933, "The legislative Council consists of the Governor as President, eleven ex officio members, not more than nine Nominated Official Members, eleven European Elected Members, not more than five Indian Elected Members, one Arab Elected Member, and one Nominated Unofficial Member to represent the interests of the African community. If one of the Nominated Official Members is not specifically appointed to represent the interests of the Arab community, an additional Unofficial Member is nominated to represent such interests.
