EURALIUS (European Assistance Mission to the Albanian Justice System) is the European Assistance Mission to the Albanian Justice System. It is funded by the European Union.[1] The objective of EURALIUS IV is "to strengthen the independence, transparency, efficiency, accountability and public trust in the Albanian justice system in line with the EU acquis and best practices".[2]
After the finish of EURALIUS I, started EURALIUS II and later III and the latest is EURALIUS IV. The mission of EURALIUS III had finalized in June 2013. After an interval of more than one year EURALIUS IV started 1 September 2014 and is designed for a period of three years (2014 to 2017). EURALIUS IV is based on an EU Grant contract and is implemented by companies representing Germany (IRZ), the Netherlands (CILC) and Austria.
The EURALIUS staff consists of long term international experts from various EU Member States and of professionals from Albanian origin (national experts, project assistants, translators and drivers). Among the Albanian project partners and beneficiaries are the Ministry of Justice, the Judiciary (Courts), the High Council of Justice, the Prosecution, the Parliament, the Office for the Administration of the Judicial Budget, the School of Magistrates, the National Chamber of Advocacy, and the National Chamber of Notaries.
EURALIUS IV
The main state institutions benefiting from this intervention are the Albanian Ministry of Justice, the High Council of Justice, the High Court, the General Prosecutor Office, the National Judicial Conference, and the Office for the Administration of the Judiciary Budget, the Parliamentary Law Committee, the School of Magistrates, the National Chamber of Advocacy, the National Chamber of Notaries and the Courts. The project works in close cooperation with key Albanian justice institutions by using a four steps approach: problem analysis, gap assessment, strategy for gap bridging and gap bridging from legislative and institutional point of view.
The EURALIUS IV project is organized into the following five main activity areas:
