Introduction

This movie, filmed in 1997, was intended as the pilot for a new Hawaii Five-O series. However, it was not well received by network executives; thus, the project was scrapped, and the movie never aired.

The story opens with an awards ceremony presided over by Governor (and former Five-O detective) Dan Williams (James MacArthur). In recognition of their successful recovery of his kidnapped daughter, Lisa, and the capture of those responsible, the Governor wishes to honor a joint commission of Five-O and the FBI. In particular, he is pleased to present the Hawaiian Governors Medal Award for Meritorious Service to Nick Wong (Russell Wong), an FBI agent on temporary loan to Five-O, for the significant part he played in Lisa's rescue.

Mere seconds after the Governor places the medal around Nick's neck, however, the pleasant calm of the proceedings is shattered by gunfire. First to fall is the Governor, followed almost immediately by Five-O's head, Alex Bowland (Duff King).

Though Five-O's second-in-command Jimmy Xavier Berk (Gary Busey), Nick, and several other officers are quick to return fire, the unknown gunman makes a speedy getaway.

With Bowland dead and Governor Williams hanging onto life by a thread, it's up to Nick and Jimmy to put aside their strong personal and professional differences, and, with the help of Ken Vassey (Steven Flynn), Rellica Sun (Elsie Sniffen), Danny Kahala (Andy Bumatai), and former Five-O members Kono Kalakaua (Gilbert "Zulu" Kauhi), Chin Ho Kelly (Kam Fong), Duke Lukela (Herman Wedemeyer), Truck (Moe Keale) and Che Fong (Harry Endo), figure out why the shooting took place and who's behind it.

Solid evidence quickly leads to the arrest of syndicate crime boss, Napolean DeCastro (Branscombe Richmond), but Jimmy remains unconvinced. Though they don't agree on much else, Nick also sees that everything has fit together too easily, but that's where the two men part ways.

Without Nick's knowledge or permission, Jimmy frees DeCastro from jail. Under Jimmy's direction, Chin, Kono, Duke, Truck, and Che Fong keep DeCastro under constant surveillance, certain he knows enough to lead them to the real killers. They witness a secret gathering of the Islands' leading crime bosses, obviously planning something unpleasant.

Following another hunch, Jimmy decides to investigate DeCastro's son's tutor, Shana Dennis (Natasha Pavlovich). He soon learns that Shana is really an ex-KGB agent, Oksana Demetrios, in collusion with Russian arch-criminal Colonel Yodin (Achilles Gacis). The pieces suddenly fall into place.

By creating chaos with the shooting and setting DeCastro up to take the fall, Yodin intends to take over crime in the Islands. With DeCastro's help, Nick and Jimmy trick Shana/Oksana into telling them the location of Yodin's hideout. One explosive shoot-out and daring car chase later, Yodin is captured and the mystery solved
