The Indian Institutes of Science Education and Research (IISERs), are a group of most premier science education and research institutes in India. These institutions have been declared by Act of Parliament as institutions of national importance,[1] and are intended to be the IITs of basic sciences. The institutes were created by the Government of India, through the Ministry of Human Resource Development (MHRD), under The National Institutes of Technology (Amendment) Bill, 2010 (an amendment of the National Institutes of Technology Act, 2007), which was passed by the Rajya Sabha on 30 April 2012.[2] Six IISERs have been established across the country, namely IISER Kolkata in West Bengal, IISER Pune in Maharashtra, IISER Mohali in Punjab, IISER Bhopal in Madhya Pradesh, IISER Thiruvananthapuram in Kerala and IISER Tirupati in Andhra Pradesh.[3] Two new IISERs, one at Brahmapur, Odisha and other one in Nagaland have been announced in the 2015 Budget.[4][5] The states of Nagaland and Odisha have identified land for their IISERs and MHRD expects that both will start functioning from temporary/transit campuses from the academic year 2016-17. [6] The financial outlay for each IISER is around 5 billion (US$74 million) for the first five years.

Future institutes

  • IISER Brahmapur. Indian Institute of Science Education and Research (IISER) is being established at Berhampur, Odisha.[7] It is expected to start functioning from transit campus from 2016.[8]
  • IISER Nagaland. A new IISER is planned to come up in North East.[9] It is expected to start functioning from transit campus from 2016.[8]

Functioning

Indian Institute of Science Education and Research, Kolkata was functioned from the temporary campus at Mohanpur, a temporary arrangement within the campus of Bidhan Chandra Krishi Viswavidyalaya previously and now almost all the labs been shifted to its permanent campus, over 250 acres (1.0 km2) of land at Haringhata, Kalyani near Kolkata.[10]

Indian Institute of Science Education and Research, Pune has started functioning from the National Chemical Laboratory Pune campus. Its campus has mostly been developed.The labs,lecture hall complexe,main buildings,hostels have been set up.

Indian Institute of Science Education and Research, Mohali has started functioning from the Mahatma Gandhi State Institute of Public Administration complex in Sector 26 Chandigarh. The foundation stone for its permanent campus was laid in September 2006 by the Prime Minister of India, Manmohan Singh. The teaching program has commenced from August 2007.Now Indian Institute of Science Education and Research, Mohali is fully functioning on its permanent campus at Sector 81, Mohali.

Indian Institute of Science Education and Research, Bhopal started functioning from the ITI Gas Rahat Building Govindpura Bhopal. The Institute shifted to its main campus in Bhauri in August 2012.[11]

Indian Institute of Science Education and Research, Thiruvananthapuram has started functioning from the College of Engineering, Trivandrum. Land for the permanent campus has been identified at Vithura, within 50 km from the city, near Ponmudi. The Indian Institute of Space Science and Technology will be within few kilometres.

History

The first batch of around 80 students for integrated Master of Science courses have already been admitted to the institutes at Kolkata and Pune. Almost double number of students were admitted in the second batch. These students were selected through the highly competitive IIT-JEE. Furthermore, some students were selected from the IISc's KVPY and the Olympiad student list.[12] Students qualifying any of the following examinations will be eligible for admission-

  1. Kishore Vaigyanik Protsahan Yojana (KVPY)
  2. IITJEE – Those who feature in the regular merit list.
  3. State and Central Boards (top 1% in each board in class 12th)

From 2009, the IISERs stopped accepting students solely based on Olympiads. and relied only on KVPY and IIT-JEE. And from 2010, IISERs have started taking in students who do well in their board exams.
