Hand rolled formatting

Some text in sections 4 and 7 seems to be unformatted captions. Which text should be formatted? -- Viking (talk) 02:01, 9 October 2016 (UTC)

I have hand-rolled much of the formatting in this page to make it look like legalese. After review that might change.
