Lua error in package.lua at line 80: module 'strict' not found. Maulana Mazharul Haque Arabic and Persian University Patna or simply MMHAPU, is a state university in Patna, Bihar, India. It was established under the provisions of the Bihar State Universities Act. 1976 with effect from 10 April 1998 (vide MHRD, Govt. of Bihar notification no. 1998 dated 22 November 2006).[1] The Jurisdiction of the University is whole of Bihar and the University is recognized under 2(f) of the UGC Act 1956. The University is now a member of Association of Indian Universities, New Delhi with effect from December 2009." The University is named after the veteran freedom fighter Maulana Mazharul Haque.

Although three Vice Chancellors were appointed by Government of Bihar namely Dr. M. Ahmad Arzoo, HOD of Arabic, Aligarh Muslim University (1998), Dr. Sharf Alam, HOD of Persian, Patna University (2004) and Sri V.S. Dubey Ex- Chief Secretary of Bihar and Jharkhand, the University had failed to start a single academic programme or to admit even one student till 2007. Prof. Qamar Ahsan was appointed the Vice Chancellor of this University on 25 January 2008. He took steps to make the University functional in a purposeful manner within the shortest possible time. Under his leadership the University started its first Academic session on July 3, 2008. After remaining non functional the University started its first academic session from July 2008.

The University has about 75 KRCs (Knowledge Resource Centers) which is the brain child of Prof. Qamar Ahsan. Quality Education in Vocational courses are imparted through these KRCs. The University is reaching out to far-flung areas in order to provide professional course at affordable cost through these KRCs. The University has also signed MOU with N.I.C. Bihar, Patna for total e-administration. Of the department of the University. Mrs. Nanda Singh, Mr. Bijay Kumar, Mr. Jawed Manzar and Mr. Ravi Kumar of NIC, Patna worked on the e-administration project and made possible for the University to achieve the distinction to enter the elite class of Universities which does Registration and Distribution of Certificates through one software namely Chanakaya©
