The Ministry of Economy, Planning and Development of the Dominican Republic is a ministry created in 2006 through Law No. 496-06 of that year, which exerts ongoing coordination of the Economic Team and the Cabinet Economic Sector of the Dominican Government. It's considered one of the strategic ministries and his minister, a high executive government.[1]

Background

The Ministry of Economy, Planning and Development replaced the previous Technical Secretariat of the Presidency of the Dominican Republic and is the result of a profound transformation of public administration legal Dominican. This transformation of the needs identified in the process of modernization of the Dominican State, to coordinate the conduct of the planning system with other systems cross the Dominican State such as budgeting systems, government accounting, treasury, public credit human resource management, internal control, national property management, procurement and contracting. This aims to ensure a joint economic unit development, social, territorial and administrative. Along with the legal establishment of the Ministry of Economy, Planning and Development was established, also by law, the National Planning and Public Investment. The Ministry of Economy, Planning and Development is the lead institution, therefore, is responsible for planning a harmonious growth of the country. The National Planning and Public Investment must answer these questions about the balanced development of the Dominican nation in its economic, social, territorial and institutional. In his formulation, the National Planning and Public Investment, emphasizes that the Dominican Republic must face a profound process of economic and social development that is fair and equitable.[2]

Principal Functions

The Ministry of Economy, Planning and Development is the National Governing Body of the Planning and Public Investment.

Its mission is to lead and coordinate the formulation, management, monitoring and evaluation of macroeconomic policies and sustainable development to obtain economic, social, territorial and institutional development of the Dominican nation.

The Ministry of Economy, Planning and Development is the Governing Body of the organization, management, and public policy for sustainable development in the territory, and spatial expression of economic, social, environmental and cultural society.

Lead and coordinate the formulation, management, monitoring and evaluation of macroeconomic policies and sustainable development.

Formulate the Development Strategy and Development-Year National Public Sector Plan, including the necessary coordination at the municipal, provincial, regional, national and sectoral levels, to ensure adequate global coherence between policies, plans, programs and actions.

The Minister of Economy, Planning and Development proposed the total level of current expenditure and capital, and the functional distribution of it to be included in the annual budgetary policy in accordance with the provisions of the Organic Budget Law for the Public Sector.

Member of the Board of the Public Debt of the country.

Formulate and propose to the Government a policy of economic, social, territorial and sustainable management taking into account the rational and efficient use of productive resources and institutional.

Develop and maintain the national statistical system and economic indicators complementary to it.

Maintain current and prospective diagnosis of the evolution of national development to allow timely decisions and assess the impact of public policies and factors unrelated to public action on national development.

Assess the impact achieved in implementing economic development policies, social, territorial, administrative and human resources through the implementation of programs and projects by public sector agencies.

Define and propose a regionalization of the national territory as a basis for the formulation and development of policies in all areas of the public sector. Establish policies on non-reimbursable international cooperation, in coordination with the Secretary of State for Foreign Affairs.

Negotiate and agree with multilateral and bilateral financing the definition of the strategy for the country as regards the identification of the areas, programs and priority projects to be included in the programming of such bodies.

Define, in consultation with the agencies involved, the financial commitments to be agreed with the multilateral and bilateral agencies, to monitor compliance with them.

Grant no objection to public investment projects, regardless of their source of funding that will be included in the National Plan and Budget MAP MAP Public Sector.

Participate in the development of foreign trade policy of the Dominican Republic and in the relevant negotiations.
