The Misamis Oriental State College of Agriculture and Technology (MOSCAT) is a public institution of tertiary education that offers courses in education opportunities at the graduate and undergraduate levels, including short-term courses.[1]

The Misamis Oriental State College of Agriculture and Technology (MOSCAT) is committed to offer relevant and quality technological, professional and vocational education and training in agriculture, environmental, arts and sciences, engineering and technology, and education to provide globally competent professionals, world-class leaders, and entrepreneurs through development interventions and technological breakthroughs in research, instruction, extension and productive resource management that enhance quality of life, promote peace and harmony among people and natural integrity in Northern Mindanao.

MOSCAT is a public institution of tertiary education located in the upland farming community of Claveria, one of the 24 towns composing the province of Misamis Oriental. Elevation of 600m above sea level and overlooking Macajalar and Gingoog Bays. MOSCAT is 60 km away from Lumbia Airport and can be reached in an hour ride north-east from the provinces capital city, Cagayan de Oro.

In 1963, MOSCAT started as Claveria Municipal High School run by this municipality and later in 1967 its status was elevated as Claveria National Rural High School under the Bureau of Vocational Education. In 1983, Batas Pambansa No. 402 expanded its frontier as a state college which from then on carries the banner as the Misamis Oriental State College of Agriculture and Technology or MOSCAT. In this transformation, it also raises its level of prominence being one of the accredited institutions of higher learning in agriculture, arts and allied sciences.

The college has 65 ha for its main campus and 32 ha for its field laboratories and production enterprises. Its mandate is to continue serving its clienteles through research, extension, instruction and production with the end of attaining the national development goals.

The conduct of research continually generates new technologies packaged or demonstrated designed to help farmers improve farming techniques. Well-coordinated extension programs are conducted through local and external linkages. Its MOSCAT-Farmers Information and Technology Services Center in collaboration with PCARRD and NOMCARRD has been open to serve clients needing information and technology services.

With education as the front core, faculty and staff continue enhancing their professional capabilities through trainings local and abroad. It is also the function of the school to acquire more instructional facilities and equipment to serve the need for its academic programs. It provides scholarships to poor but deserving students through funding institutions/agencies.

DR. ROSALITO A. QUIRINO, the present president was appointed as the fourth President on February 11, 2011. His vision as it were the revelation of the plan of the Almighty is for MOSCAT to produce quality graduates imbued to become productive leaders.

Inherent to its functions, it supports the region’s thrust and programs by offering courses in demand to help its graduates find gainful employment/work.

Mission

Mission (Tahas) To advance the well-being of the people of Misamis Oriental and Northern Mindanao, MOSCAT shall primarily provide higher technological, professional and vocational instruction and training in the fields of Agriculture, Industry as well as in the Arts and Sciences consistent with goals of national development. It shall also promote research and advanced studies and professional leadership in the various disciplines and areas of specialization.

History

MOSCAT prides itself with its God-given gifts of invigorating natural fresh air, green, tranquil scenes and peaceful environment, far from the hullabaloo of the city. It is 42 km NE of Cagayan de Oro City, about an hour ride.

MOSCAT started as Claveria Municipal High School in 1963 with a modest 165 students and five teachers under the leadership of its first administrator the late Mr. ROMEO ABILO.

In 1967, it was converted to Claveria National Rural High School (cnrhs) by virtue of RA 3781 under the staunched leadership of the late MR. MARCOS EDROLIN. On June 10, 1983, Batas Pambansa 402 was approved and cnverted the CNRHS to Misamis Oriental State College of Agriculture and Technology or MOSCAT with MR. ARSENIO B. GONZALES as its first president.

Mr. Gonzales term was highlighted by the republic of the Philippines-European Union Agricultural Education grant providing more facilities and machinates, vehicles, buildings ad faculty training local and abroad.

During his period, the notable MODEL FARM was established showcasing sustainable upland farming technologies.

In 1996, DR. TERESITA T. TUMAPON was appointed as Officer-in-Charge. She strengthened local and international linkages such as Barangay integrated Approached for Nutrition Improvement (BIDANI), the Agroforestry Support Program for Empowering Communities Towards Self-reliance in Sustainable Development of the Uplands and the International Center for Research in Agroforestry.

DR. JUAN A. NAGTALON became its second President from1998 until 2006. he spearheaded the accreditation of the existing academic programs, planted strong foundations is his administration and espoused the philosophy of MOSCAT HEIRS. (Harmony, Excellence, Integrity, Responsibility and Service to God, country and mankind).

In 2006, DR. ELPIDIO R. BAUTISTA was appointed as 3rd President of MOSCAT and ended his term of office in the year 2010.

DR. ZENAIDA G. GERSANA, Regional Director, CHED Region 10 was then appointed as Officer In-charge of the College while waiting for the next President to be appointed.

These past administrators left indelible marks of unprecedented improvements that resulted to what you see MOSCAT at present.

It was on February 11, 2011, when DR. ROSALITO A. QUIRINO was elected as the 4th MOSCAT College President and the 8th administrator by majority’s decision of the Board of Trustees. As incumbent President, he is committed to revisit, review, and refocus MOSCAT to its rightful directions to be a premier academic institution of higher learning in the region and in the country. Intensifying efficiency and effectiveness in human resource and financial management, strengthening linkages and partnerships with government and private sectors and uplift the well-being of the people in northern Mindanao.[3]

Campus
