Paula Pellerin Davis (born November 1973)[1] is a government relations specialist from Baton Rouge, Louisiana, who since January 11, 2016, has been a Republican member of the Louisiana House of Representatives for District 69 in East Baton Rouge Parish. She is a former Louisiana deputy commissioner of insurance.[2]

Background

Originally from Breaux Bridge[3] in St. Martin Parish, Davis holds a Bachelor of Arts degree in Political Science from Louisiana State University in Baton Rouge, where she has resided since 1990. She graduated too from the Baton Rouge Area Chamber of Commerce Leadership Academy and has studied at the New York Institute of Art and Design. She co-chairs the Baton Rouge Symphony League. Her husband, John Barney Davis, II (born March 1966), is a Baton Rouge attorney affiliated with the firm, Adams and Reese. She has a daughter, Hayden (full name missing). Davis is an Episcopalian.[4]

Political life

Davis won the legislative runoff election on November 21, 2015 over fellow Republican Ryan Eugene Heck (born April 1978),[5] a conservative member of the Baton Rouge Metro Council since 2012 who owns the Cajun Ready Mix Concrete Company. She also won the special election to fill the remaining six weeks of the term[6] which Republican former Representative Erich Ponti vacated in June 2015. Ponti then supported Davis as his preferred successor.[7]

In the campaign, Davis touted her experience as deputy insurance commissioner during the upheavals of Hurricanes Katrina and Rita.[8] In the primary, Davis led Heck by eighty-two votes. The two advanced to the runoff in which Davis polled 6,679 votes (55.3 percent) to Heck's 5,400 (44.7 percent).[6]

Despite her Republican registration, in 2008, Davis donated $500 to the Democrat Don Cazayoux, a short-term U.S. representative for Louisiana's 6th congressional district, who was unseated in the fall by Republican Bill Cassidy, a physician from Baton Rouge. In 2015, Cassidy succeeded Democrat Mary Landrieu in the United States Senate.[9] In 2016, Representative Davis joined a bipartisan majority in the House, 76-28, to raise the state sales tax from four to five cents on the dollar for a 27-month period, effective from April 1, 2016 to June 30, 2018. The tax hike was part of a larger package of financial measures advanced by Democratic Governor John Bel Edwards.[10]
