Peñablanca is a first class municipality in the province of Cagayan, Philippines. According to the 2010 census, it has a population of 42,736 people.[3] Situated east of the provincial capital Tuguegarao, the municipality is home to the Peñablanca Protected Landscape and Seascape which contains the Callao Cave, one of the province's well-known landmarks and tourist spots.
