On instructions of Adolf Hitler, in 1944 it was planned to introduce this rank for the Waffen-SS for possible promotion from the rank of SS-Oberst-Gruppenführer. The Waffen-SS was not part of the armed forces, and therefore their members could not be appointed Field Marshal: therefore, a Field Marshal rank should be created. Designs for a baton were made, which disappeared in the archives of the USSR after the war. It was planned to promote Josef Dietrich to SS-Volksmarschall on the success of the Battle of the Bulge, but this did not happen because of failure.

In the propaganda of Joseph Göbbels, Erwin Rommel was called People's marshal.
