This is an Icelandic name. The last name is a patronymic, not a family name; this person is properly referred to by the given name Birgir.

Birgir Ármannsson (born 12 June 1968) is a member of parliament of the Althing, the Icelandic parliament. He is a member of the Independence Party. He was educated at Menntaskólinn í Reykjavík and King's College London.
