The Joe Cook Award is named after Joe Cook, who was a professional inline and ice hockey player and coach. Cook played defense for five years and was on two Murphy Cup winning teams with the Anaheim Bullfrogs in 1993 and 1997 of Roller Hockey International. He was also a member of Team USA and competed in international tournaments winning several medals.

Brian Yingling was the winner of the first Joe Cook Award awarded at the conclusion of the 2002 PIHA season. He also won the award a record 6 times to date, becoming the first player to win the award twice with two different teams. There has only been 4 different winners of the Cook Award— Brian Yingling, Brian Fischer, Jim Vivona and Sean Sullivan.

The Philadelphia Growl have had two different scoring champions; Brian Fischer in 2003 and Sean Sullivan in 2006. During the 2007 season, the Growl had 3 former winners on their roster; Fischer, Sullivan and Jim Vivona (who won the trophy while a member of the Morristown Minutemen).

In the 2007 PIHA season, 20-year-old Sean Sullivan became the youngest player in the PIHA history to win the Joe Cook Award.

Players for the Colorado Springs Thunder have won the trophy more than players for any other team, having won 4 times. Pennsylvania Typhoon and Philadelphia Growl have won the trophy twice.

The PIHA rules stipulate three tiebreakers in case two or more players are tied in points:

  1. Player with most goals
  2. Player with fewer games played
  3. Player scoring first goal of the season
