Luiz Paulo Fernández Conde (6 August 1934 – 21 July 2015) was a Brazilian politician and architect. Conde served as the Vice Governor of Rio de Janeiro state from 2003 to 2007. He previously served as the Mayor of Rio de Janeiro from 1997 to 2001. Conde was born in Rio de Janeiro.

Conde was elected Mayor of Rio de Janeiro in 1996 as a member of the Liberal Front Party. On October 30, 2000, Mayor Conde was defeated in the mayoral runoff election by Cesar Maia of the Brazilian Labour Party.[1] Conde's loss to Maia, who came from behind to win the election, was considered a major upset.[1] He died at the age of 80 on 21 July 2015.[2]
