Clinton E. Riggs (July 15, 1910–May 22, 1997) was a Tulsa Police Department officer who, along with Paul Rice,[1] invented the first yield sign.[2] The Tulsa Police Department's shoulder patch is patterned after this original yield sign. He retired from the department as Administrative Chief in 1970 after 36 years of service.
