Imam M. Noel Jr. (identified as such in newspaper article from which photo is taken, later formally identified as Monje Malak Abd al-Muta Noel Jr, or Monje Malak Abd al-Muta'Ali, Jr.) is "frocked" by U.S. Navy Chaplain Arnold E. Resnicoff in a ceremony held at the U.S. Naval Submarine Base New London where Noel, then a "chaplain-candidate," was receiving training by Chaplain Resnicoff for future service in the Chaplain Corps, and also participating in the base's Command Religious Program, including special lectures on Islam to military personnel of all religions. "Frocking" is a Navy ceremony where an individual who has been nominated for promotion but has not yet been officially promoted is sometimes allowed to wear the insignia for that rank (although not receiving the pay or benefits accorded for it). Here, Chaplain Resnicoff attaches the shoulder boards of a Lieutenant (junior grade) to Noel's uniform, while (left to right) Rear Admiral Richard A. Buchanan (Commander, Submarine Group TWO) and Captain Leo G. Dominque (Commanding Officer of the submarine base) look on.
