Summary
Turning on and turning off a fluorescent lamp (58 Watt T8 tube) that has an electronic ballast. The lamp starts in about 0.6 seconds without flickering. The ballast pre-heats the electrodes of the lamp in order to prolong lamp life. The lamp can be turned on and off frequently without affecting its lifespan significantly. It could be controlled by a motion detector, for example.
