Treasury test discount rate

Lua error in package.lua at line 80: module 'strict' not found. The Treasury Test Discount Rate (TDR) is a rate suggested by H.M. Treasury, and employed in COBA. It is an attempt to value the social time preference of society.

It was revalued in 2003 from 6% to 3.5%. This figure was taken from The Green Book 2003 page v.
