  2. Arrondissement of Montbéliard, (subprefecture: Montbéliard) with 171 communes. The population of the arrondissement was 186,930 in 1990, and was 183,248 in 1999, a decrease of 1.97%.
  3. Arrondissement of Pontarlier, (subprefecture: Pontarlier) with 155 communes. The population of the arrondissement was 65,184 in 1990, and was 68,942 in 1999, an increase of 5.77%.
